Août 1939, le journaliste américain JOHNNY JONES est envoyé en Europe pour mieux comprendre une situation complexe et très tendue juste avant que la Seconde Guerre Mondiale éclate au 1er septembre. Il va faire de drôles de découvertes entre Londres et les moulins hollandais. Second film d'ALFRED HITCHCOCK à être tourné pour les studios d'Hollywood.
